Critical report of the experience of a sustainable community development project, project DASARA (project of sustainable agricultural development in the settlements of the rur-urban areas of the Baixada Fluminense - State of Rio de Janeiro - Brazil - Project MAE 7737/CISV/BRA), created in partnership between an Italian NGO (CISV - Engagement Community for Voluntary Service, Comunità Impegno Servizio Volontariato, founded in Turin/Italy in 1961) and a Brazilian NGO (SEOP - Service of Popular Education and Organization, Serviço de Educação e Organização Popular, founded in Petrópolis/RJ in 1990) through the funding of Italian international cooperation (obtained through the Ministry of Foreign Affairs of Italy) in the agricultural district of Rio do Ouro de Mage/RJ, Baixada Fluminense, Metropolitan Region of Rio de Janeiro, in the period from 2004 to 2007, involving a total of around 400 farmers in all activities. The central issue is popular participation in sustainable community development projects. The axis of analysis is to study the strategical and methodological proposal called Agricultural co-ops, developed during the project of reference. The objective of this research is to describe how the proposal of Agricultural co-ops in DASARA project has addressed the problem of popular participation highlighting the resulting developments; and to understand, from this, how the popular implementation was configured in the interaction process with the agents of the project, underlining the contribution of DASARA to the lives of the target groups, declared by the farmers themselves. The research has found as its main sources: the text of the project approved by the sponsor, the official reports submitted to the sponsor, the description of participatory observations about the activities by the project coordinators, and semi-structured interviews to the farmers, targets of the action. It results that Agricultural co-ops can be intended as a methodological experience of popular education towards dialogical participation, presenting itself as a possible way to overcome the limits of conventional models inspired by diffusionist referentiality; and that, in relative terms, Agricultural co-ops have overcome the bipolar rationality of social actors (agent and beneficiary, technician and farmer, expert and common sense), which is very frequent in the domain of the realization of sustainable community development projects, assuming the perspective that presupposes the arisal of the different actors invo lved, disrupting the traditional players, to cope with the individuality of each one.
