RESUMO

This thesis deals with issues related to agricultural redistribution in a space perspective, since the 70 s. For this purpose, it was resorted to quantitative methods in order to obtain standards for the redistribution of agricultural activities in spacial terms, including comparative analyses among states, regions and farm sizes. With a set of indicators, it was possible to verify that the redistribution process has occurred on a highly concentrated land tenure, combining a high degree of recombination of activities (measured by the Dislodgement Index) with increases in the scales of operation - which has been called a "conservative modernization", under the premise that Brazil has a reasonable institutional ftame as regards to agricultural research, policies formulation and the existence of well-articu1ated input and processed agricultural products. With disativation of the main agricultural policy instruments, space redistribution in agricultural production is decreasing its state-led previous condition (as occurred in the 70 s) and being circunscribed to microeconomic strategies of big agribusiness operators, which have been assuming former government roles in the financing, coordination and infta-structure management. The 1995-96 census data prove that private management in ampliationfmtegration of transportation systems (highways and railroads netted with hydrographic and sea ports in Northern and Northeast regions), as well as in stockpiling facilities, is being a major cause of impacts in space redistribution and in scale operation of agricultural production, mainly in Midwestem region. This is an aspect that must be under careful scrutiny in a continental country like Brazil, with serious unbalances in regional development and inequalities in income distribution, where govemment policies could have an anti-cyclical effect. Another aspect highlighted in this thesis, and related to the specific space redistribution standards, is the increasing trend of set aside in rural areas, that only in developed regions could be more strictly compared with the same trends observed in developed countries
