O sistema de gestão dos serviços especializados em engenharia de segurança e em medicina do trabalho nas empresas de construção civil de Santa Catarina

RESUMO

The Specialized Services in Security Engineering and Labor Medicine (SESMT s) are important agents for the improvement in working conditions and in the mitigation of accidents that happen with high incidence in the civil engineering in the state of Santa Catarina. Constituted by qualified professionals in the preservation of workers physical integrity and experts in the legal procedures stipulated by the Ministry of Labor for such end, these professional services obligatorily start to be inserted in the organizational structure of the companies only when these companies are formed by a minimum number of employees according to the degree of risk in the main developed activity. In 1996 the British Standards Institution published the BS 8800 norm on "Health Management Systems and Industrial Security" with the aim of integrating the health management and industrial security with the administration of other aspects of companies performance as a whole. Studying the adopted system in the management of these specialized services, in comparison with what is stated in the BS 8800 norm, this work has tried to characterize and identify its performance between 2001 and 2003. The research developed was exploratory, qualitative, in two parts: documental in the Regional Labor Department (DRT) and field research as a survey by means of a partially structured interview. Among 43 civil engineering companies of Santa Catarina with SESMT registered in that department only 8 companies have the SESMT active. The reasons found for the deactivation of the SESMT in most companies were: bankruptcy, workmanship ending and the reduction of the number of employees to a number below the constitution requirement of the SESMT. The social citizens of the research are the SESMT responsible ones in each company. The results have shown that little is done in relation to infrastructure and the fulfillment of the SESMT management norms. Just one big company adopts a management system with total adherence to what is established in the BS 8800 norm and formally includes in its strategic management, the Health Management and Industrial Security, therefore integrated to the other aspects of the company performance. This company presents very low levels of accidents in relation to its number of employees. This demonstrates that the dimensional factor of the company (medium x big) can have an influence in the company behavior in using an integrated system of management including the security and occupational health. The main conclusions according to the SESMT management system in the researched companies, exception made to the big company, characterizes for a Taylorist orientation, in which the SESMT is responsible for keeping the conditions of a healthy working environment. In these companies it was not identified the establishment of politics aimed at better results in security and occupational health coming from the high administration
