O serviço voluntário nas instituições hospitalares do terceiro setor em Londrina : da sua configuração à construção de novos referenciais para a gestão de voluntariado

RESUMO

The configuration and administration volunteering in hospital institutions of the Third Sector in Londrina s county is the central point of this work. The objective of this research is to build up new references for volunteering administration. The challenge of accomplishing a critical and theoretical reading added to our experience with voluntary activity in a public hospital, are the ground approaching factors to this subject. The research universe consists of Santa Casa, Câncer Hospital and Evangélico Hospital, all in Londrina, observing following criteria: (1) high complexity services; (2) non-governmental kind; (3) source of volunteering s start; (4) having kept voluntary work until present time. The investigation is qualitative and data is compiled through half-structured interviews. During this research the Third Sector is focused in its concept ambiguities, its localization and perspectives within neoliberalism, in order to discuss volunteering, its history in Brazil, and the several perspectives: motivations, citizenship, solidarity, religiosity, political action according to Hannah Arendt conception and the assistance practice and the volunteer service conception starting with the Brazilian Law 9.608/98. The historical configuration of the Third Sector in Londrina and the hospital institutions characterization mentioned above precede the research data analysis, and were done under the produced theoretical reflections. The main conclusions were that: the "voluntary activity" is becoming a "voluntary service" in hospital institutions; the volunteering starts accumulating different attributions inside the hospital; the social managers is firming as professional reference to assist the voluntary demands; the volunteering is strongly spotted by private characteristics, however with possibilities for political action. The production of knowledge to subsidize administration references is the contribution of this research, so that can empower the political action as mentioned by ARENDT.
