O Programa de Educação Superior para o Desenvolvimento Regional/SC -PROESDE: um estudo sobre o artigo 170 da constituição estadual de Santa Catarina

RESUMO

In Latin American, mainly in Brazil, the production of knowledge and the politics of economical and social development of several regions in the country- which will be called Regional Development (RD)-have taken as one of its pillar since 1960, the Universities. They have been designated the task to produce science and technology (S&T) and to enable professionals assuming and serving the content of production sector, in a way to promote economical competition, and more, social progress in the State of Santa Catarina, the perception about the potential of the Universities as they are promoters of RD was retaken at the beginning of 2004 with the creation and implemention of the Program of Superior Education to the Regional Development PROSERD. It was created by the joined inicitive of Community Universities from the West of Santa Catarina State and the state public organs the PROSERD suggested the regional development agents through a sequency course. In their training the agents should know specific potencials and contents from the region, becoming able to come up in the territory through elaboration of projects of RD. This dissertation has as an object the PROSERD implanted at UnC (Contestado University), the period from 2004 to 2008.Its objective was to investigate the contribution of this program to the regional development and to identify the idea of science and technology which supported its creation. For this reason it was done a historical search through documental and bibliographic research of the programs of development implemented in Santa Catarina State, specially PROSERD. It was looked for knowing the actors of PROSERD realized the contribution of this work to the regional development: students and coordinators from UnC campi through questionaries, interinstitutional coordinators and representant of government through interviews. As theorical-methodological basis was supported by the theories of RD. The results of the regional development theme in Santa Catarina State, mainly referring to the idea of the program, based in the principles of local regional development , co-responsible and supported in the reality. However, the implementation of the PROSERD showed difficulties to develop the initial purpose, motived in a social actor net constitution. Among these it is important to show: the University has not gotten to make its role to articulate as a social actor net constitution to feed the process; The Government of the State represented by the General Office of Education and the General Offices of Regional Development GORDs, did not follow the program as it was suggested. The students skyline, workers in general , do not allow dedication in the extention and research project into the community or connected to production sector.The study showed that despite the PROSERD: actors shared the understanding about the necessity of promotion with joined actions having nets in the territory, there are barriers of several natures that do not allow to stop with the view of linear development.The importance of this study is to investigate the theme of RD having focus on the role and contribution of the University and, yet, the necessity of promoting studies that develop the analysis and evaluation of public politics, giving support to the proposition of regional improvement in the future editions of PROSERD
