O momento forte do corporativismo: Estado Novo e profissionais liberais

Resumo: O Estado que se formou com a vitória da Revolução de 1930 precisou, para sua afirmação, transacionar apoio dos grupos sociais. A negociação com os profissionais liberais envolveu a expansão dos postos públicos, a regulamentação profissional e a representação de interesses de tipo corporativista. Este artigo dedica-se a perscrutar o último ponto. O mecanismo corporativo criou um canal direto e permanente de apresentação de demandas das profissões liberais ao Estado, concretizado nas entidades sindicais e nos conselhos profissionais. Ao mesmo tempo, permitiu ao Estado controlar este grupo social, especialmente a partir da ditadura instaurada em fins de 1937. No entanto, o controle necessitava de contínua atualização pelo regime e enfraqueceu-se quando este entrou em crise, o que deu margem a que parte do aparato corporativo, como a OAB e o Sindicato dos Advogados, fosse tomada por forças oposicionistas.Abstract: The state that was formed after the victory of the 1930 Revolution needed to attract the support of social groups to affirm itself. Negotiations with liberal professions involved the expansion of public positions, professional regulations, and a corporatist type of representation of interests. This article is concerned with investigating the latter point. The corporatist mechanism created a direct and permanent channel for the presentation of the demands of the professions to the State, concretized in union entities and professional councils. At the same time, it allowed the State to control this social group, especially after the dictatorship established at the end of 1937. Nevertheless, this control needed continuous updating on the part of the regime and was weakened when the latter entered into crisis, which opened space for part of the corporate apparatus, such as the OAB (the Bar Association) and the Trade Union of Lawyers, to be taken over by opposition forces.
