RESUMO

This research points out an inconsistency found in the guidelines proposed by the World Bank to foster growth of the developing countries. Although the multilateral institution advocates that an overgrown State in these countries is the reason of their failure, it also argues that this same State should lead a transformation in the whole society, freeing these nations from poverty. We believe, however, that the World Bank itself solves this incoherence. At the same time, the institution suggests in its documents and in its relations with the developing countries that these are structurally unable to initiate an autonomous development process. Having a social organization different from the “West”, these societies are thought to have "traditional" manners of living that would prevent modern economic development. Therefore, only after a foreign intervention, would these countries achieve sustained growth. Nevertheless, we think that this attitude of the Bank legitimates its domination over these nations. This, from our point of view, strengths the asymmetric relation between the industrialized and poor countries. Besides, it denies the role that the World Bank proclaims for itself of being a neutral and independent multilateral institution.
