RESUMO

The thesis approaches the issue of the role of workers in the dynamics of process innovation. The referential :6:amework Ü1c1udes studies on innovation, Ü1dustrial organization and labor relations, and a1so recent Ü1dications of the contribution of direct labor to the technologica1 progress ofthe Brazilian manufacturing industry. The ana1ysis was developed based on a case study of the major commercial vehic1e maker Ü1 Brazil. Documents and data were examined, as well as the discourse and the acts of the Ü1volved players throughout the 1990 s. Three different levels are higblighted: the strategic circuit, which detennines the direction of process innovation; the Ü1termediate leveI, which manages the implementation of the organizational changes; and the day-to-day leveI, which Ü1cludes the elaboration and implementation of innovation Ü1 the micro-processes. Direct workers undertake a new operational role, which is distÜ1guished by the implementation and following-up of process innovation, and which is subject to regulation by the labor organizations (metalworkers union and the "works council"). The regulatory role is defined by negotiations and formal agreements about innovation with the company s management; by the forums that monitor the new production organization (groups, cells, and programs for continuous improvement) and local micro-processes; and by new policies for the management of human resources, that focus on aspects such as technical training and remuneration. Thus, a unique route to institutionalized inclusion of workeers int he processs innovation dynamics of the company is defined. Its progresses and limits are analyzed, as well as its contradictions and possibilities as an alternative policy for technological capability development
