O conflito entre urbanização e mineração de argilas no Municipio de Campinas, estudo de caso : Bairro Santa Lucia

RESUMO

In the last few decades, urbanization process has been restricting the mining of some non-metallic minerals in different regions of the São Paulo State. One of these minerals is the clay used to manufacture structural products such as: bricks, tiles, pipes etc.. These clays have a high volume-to-cost ratio which imposes short transportation distances between their mining sites and the ceramic industries. The ceramic plants are located as close to the mines as possible and preferably near to the urban areas which create the demand for the ceramic products. Since the cities expansion in our country is seldom supported by planning studies, the urbanization process in some counties are moving towards mining sites and thus generating conflicts. The purpose of this study is to analyse the origin, development and consequence of the conflict between urbanization and clay mining in the Campinas county. The Santa Lucia district was the selected site for a case study. In order to explain both the origin and the development of the conflict, two hypothesis were previously proposed and checked afterwards through personal interviews carried out in six ceramic industries and in the Campinas Town Hall. An additional analysis of the existing mining, urbanization and environmental laws was necessary to support this study. Five agents involved in this conflict were identified: mining companies, owners of the land, real estate agents, Public Authority and population. As a final result, it was confirmed that the quick growth plus the lack of planning to support the development of Campinas city were the main factors which caused the conflict. It is important to point out that Campinas growth directed preferably towards the SW where the Santa Lucia district is located
