RESUMO

It is argued in this dissertation that Itamaraty the Brazilian Ministry of Foreign Affairs did not have the decision making control over the Brazilian position in the GATT negotiations during 1973-1993. Other governmental agencies participated with Itamaraty in the definition and implementation of the countrys position in the multilateral negotiations. Usually the interaction was cooperative; nonetheless, there were instances in which conflict emerged between Itamaratys preferences and other governmental agencies predilections. In these cases, the former usually lost the bureaucratic battle because it did not have the control of relevant domestic policies. To evaluate that hypothesis, three cases were scrutinized in which Itamaraty and other domestic agencies had distinct preferences about what should had been the external policy of Brazil: the tariff negotiations of the Tokyo and Uruguay Rounds; the subsidies controversy and the negotiations of the Subsidies and Countervailing Measures Code of the Tokyo Round; and the negotiations over agriculture in the Uruguay Round. In all the examined cases the Brazilian position was not devised and implemented in the way Itamaraty wanted.
