O acolhimento institucional e as contradiÃÃes para a reintegraÃÃo familiar e comunitÃria de crianÃas e adolescentes : os casos das Casas de Acolhida TemporÃria do IASC/Recife

RESUMO

The current work approaches the contradictions that are evidenced when the protective measure of shelter for children and teenagers is carried out, specially if it is regarded to promote family and community reintegration. The execution of that measure, that can be found in Social Assistance Policy whereas High Complexity Special Social Protection Service, makes perceptible some incoherence related to the permanency concerned to the fulfillment of two basic principles: exceptionality and temporality. The denial of those basic principles made us reflect on the family and community companionship guarantee, whereas social right which has been diligently discussed and mentioned in the country s public agenda, since the 1988 s Magna Carta mainly. Perspectives about this guarantee itself oppose to the contemporary political-economical processes, that just let us watch the public responsibilities privatization â under the neoliberal logic â and the responsibilities given to other social institutions which besides the sovereign state, become providers of resources and services destined to social protection: the market, volunteer/community organizations and the family network. Under the solidarity motto, rights guarantee breakage and the social issue disguisement are perceptible. The object of study is grounded in a historical criticism method that firstly consists in the disclosure of the social issue under a perspective of the Social Assistance Policy analysis, and the contradictions concerned to social rights guarantee for children and teenagers that demand protection by institutional sheltering. That measure cannot be understood just by sole and deterministic explanations, but it involves series of interrelated questions, that reveal contemporary expressions of the social issue and social and economical inequality. The general aim in this research was analyse the contradictions related to the family and community reintegration process for children and teenagers attended by IASC/Recife. The methodological option chosen for this work was qualitative research and the research technique followed was Case Study, considering cases in Casas de Acolhida TemporÃria Roda Vida and Casa da EstÃncia as units of analysis. The research instruments applied were: documental analysis, semi-structured interviews and asystematic observation. The records of 09 sheltered children and teenagers were analysed in Casa de Acolhida TemporÃria Roda Vida, and 16 in Casa da EstÃncia. During the research process five professionals were interviewed, namely: two social assistants; a psychologist; an occupational therapist and IASC s Children and Teenagers Sheltering Manager. The research was carried out between September and December, 2008. Resulting from it we could attest that children and teenagers have been staying in sheltering institutions for too long, as the main contradiction for the temporary sheltering institutional system, regarded to the promotion of family and community reintegration. We could conclude that frailty, breakage or the non-existence of affective links, poverty in family and the precarious social protection network are the main problems to be faced in order to make effective family and community reintegration.
