RESUMO

This Masters dissertation aims at analyzing the creation and rules determining process of the Comissão Nacional de Energia Nuclear (CNEN), from Juscelino Kubitscheks government (1956-1961) to its effective establishment on 1962. The initiative was part of a set of measures with the purpose of resolving the crisis that affected the Conselho Nacional de Pesquisas (CNPq), which would lead to the establishment of a Comissão Parlamentar de Inquérito, in the House of Representatives in 1956, in order to investigate the atomic energy problem in the country. As a synonym of development and progress, nuclear energy also would be included in the Programa de Metas of JK. It will also investigate the political disputes and economic interests, which characterize the implementation of CNEN and its activities in the early years.
