RESUMO

This research develop a Decision Analysis model to support the decision makers in the choice process of the policies, programs and projects related to multiple use of water resources, and more specifically, related to multiple use of reservoirs. For this, a case study is carried through where, with the utilization of the Analytic Hierarchy Process (AHP) method, a multicriterion decision analysis model is developed to assist the decision makers in the optimization of the multipurpose use of the water. The implantation of reservoirs has been used as an important tool in the management of water resources. However, many difficulties exist to evaluate the consequences of the potential uses. This difficulties are inserted in decide contexts that involve many actors with different perceptions, values, goals e power relations. This becomes the choice of alternatives of environmental policies, programs and projects, a complex decision process, marked for the conflict of interests. The need for an application of flexible approaches arises. Theses approaches allow the aggregation of monetary intangible variables and the consultation of affected people. Among the available multicriteria methods of decision analysis, it was chosen the Analytic Hierarchy Process (AHP) to develop a case study, having as object the multiple use of the reservoir João Leite River, in Goiás. It had been explored the main concerns of the involved actors and it effected evaluation of the options under different perspectives. The developed model to provide a ranking of the possible alternatives of multiple uses that can to be implanted in the reservoir. The better score was attributed for the alternative of hydroelectric energy generation. The application of AHP method also had evidenced difficulties with the use of multicriteria analysis. The method demands a great number of comparisons to establish the preferences of decision makers, it requires ability of the analyst to structuralize the model and to analyze the judgments of the decision makers, and mainly, it is also essential that decision makers are compromised to participate of the all process.
