RESUMO

The main objective of this work is to analyze the software industry, from the point of view of the innovation and competitiveness, in developing countries in the current global scenario. It is intended for that to study the Brazilian software industry. Informatics services, with emphasis for the software, continue being important for the Brazilian economical development. That importance is clear and more and more increasing in the case of the software, since its interaction with other economy sectors, as industrial, commercial and banking sectors, is important concerning the diffusion and development of technological innovations (consulting and software development), besides propitiating the support base to build the new productive framework (maintenance and repair, data processing) in the so-called new techno-economical paradigm. Without a doubt, one of the great difficulties of the innovative process in Brazilian software companies is, at least for the time being, the little articulation capacity to each other, as well as with research centers and technological development and with the several sectors for which would have the possibility to accomplish its informatics projects. To exemplify this, it will be analyzed a software segment applied to the construction industry, historically averse to the innovation, proving that new ICTs (Information and Communication Technologies) are diffusing thoroughly even in traditional sectors, serving not only of administrative support but also as a strategic tool in the companies. Moreover, and, mainly, the study on the software in the construction industry intends to exemplify that typical characteristics of the software industry are valid even for traditional sectors with almost craft processes, and influence in the sector competitiveness as much national as internationally. Among those software sector characteristics it emphasize: the transverse character of the software and its importance in the innovation policies regarding to the other economy sectors; the hierarchy in the labor division of the software development, that conditions the limits and opportunities for developing countries; the concentration and fragmentation, intrinsic aspects to the software industry; niche strategies and interstice, as survival options; the importance of the user-producer interaction as innovation source and competitiveness; among others.
