Impactos da experiencia conselhista sobre as atividades politicas e organizativas dos movimentos sociais na saude : o caso do movimento popular de saude de Campinas/São Paulo

RESUMO

The current research seeks to understand the changes suffered by the organized social movements since the end of the 70?s of the last century about the population?s health problems and about the reform of the public health system of the country, from the consolidation of the participative mechanisms (the councils) in charge of including these political actors in the decisive process about this public policy in the three levels of government (local, state and federal). The constitution of these channels of participation has represented the recognition of the political legitimacy of these movements as interlocutors in the public space, introducing changes in the decisive model, making it decentralized and enabling these actors to have a space not only for vocalization of their demands, but for the political dispute about political projects, distributive justice, values and identities. At the same time that the consolidation of this new political arrangement, which is in charge of including these actors in the decisive process, represented some changes in the traditional way in which the decisions about policy and public resources were made, making this process more permeable to the society?s interests and demands, also introduced modifications in the way on how these social movements organized themselves, in their factions and strategies of struggle. The hypothesis raised in this research is that these changes are product of a wide political dispute about the models and about meanings for the democracy, affecting and modifying the traditional decisive mechanisms and the new political arrangements, as well as the social movements. This project researches a unique social movement, the Health Popular Movement of Campinas in São Paulo, characterized by an eminent part in the Health Popular Movement all over the country, having in its teams some health workers and intellectual people related to the Movement for Sanitary Reform and for its permanence by the time, enabling, due to these characteristics, an evaluation of how much some of the modifications suffered during its almost thirty years of existence were influenced by its insertion as interlocutor in the political space of the Health Local Council of the city and in the political disputes engaged in this space.
