Participação e gestão publica : a experiencia dos movimentos populares de saude no municipio de São Paulo

RESUMO

The popular movements for health have originated from social campaigns in several peripheral areas of the Sao Paulo municipality. The aim of this study was twofold: (i) to analyse their present organisational leveI, and (ii) to contribute for their development, specifically in terms of active participation in hea1th issues. This study used a qualitative methodology applied to health social research through questionnaires, semi-structured interviews, focal groups and research-action activities -with active participation of local leaders. We found twenty-six districts with popular movements for health on different organisational levels. Although they differentiated themselves in historical evolution they presented some common characteristics: these have allowed them to strongly act in favour of the Brazilian Health Unified System (SUS). On the other hand, although the social participation in the State s management councils has been improving, this was not reflected on strengthening of the specific social segments represented on these councils. This study showed the existence of distinct concepts relationed to the ideal relationship between popular movements and State. Additionally, we found that frequent political disagreement among local leaders was an important inhibitor factor for more integrative articulation among movements. The direct actions throughout the study allowed the foundation of the Union of Popular Movements for Health in Sao Paulo (UMPS), the implementation of a supporting group (Citizenship and Health) and realisation of annual general meetings from 1997. In these groups there is still discussions about new strategies for renewing the leaderships, how to strength further the movements and their social articulation with other social entities, and finally, how enhance their representation in the SUS and other s management councils
