RESUMO

ABSTRACT The work in hand seeks to focus on new human rights, within the global field, ecompassing the rights to peace, to development and to the environment.The basic concepts of human rights will be analyzed, differentiating civil, political, social, economic, cultural and solidarity rights. The main rights of solidarity and their relation to the guiding principles of contemporary international rights will be brought out. Thus, they will be brought face to face with the rights to peace, the environment, development and the principles for prohibiting the use of force, a pacific solution to controversies, the self-determination of peoples, the principle of sovereign equality of the States and of good will in the fullfilling of international obligations. A historical evolution of the rights of solidarity will be presented up to the foundation of UNO, and then a new dimension of international law with the creation of the United Nations Organization, with the main organs and entities connected with human rights. Relevance will be given to the precepts of UNO on the rights of solidarity, especially the International Letter of Human Rights and main conferences that have been held during the decade of the nineties and the Millenium Summit Meeting in 2000. Another question to be approached is found in connection with compared law, with the influence of the rights of solidarity in the constitutional juridical order of some States. Also taken care of are the guiding fundamentals of a new interpretation of the rights of solidarity, such as impoverishment due to globalization, the degradation of the environment, the crisis in governability and the action of terrorist groups. The study seeks to propose as an affirmative action a new interpretation of the rights of solidarity, encompassing human rights, environmental and global questions, the creation of a basic nucleus of solidarity rights, interdependence and the process of globalization generally and finally the right to peace, security and disarmament, development and eradication of poverty, the protection of the environment, the connection between human rights, democracy and good government, and the protection of groups of greater vulnerability.
