RESUMO

The dissertation aimed to analyze the role of supporting institutions and public authorities in the governance and development of the productive agglomeration of clothing in Divinópolis - MG. It is noteworthy that one of the conditions for the development of agglomerations is the productive articulation between the agents to provide an advanced coordination. Therefore, it was questioned about the role of supporting institutions and public authorities in the governance of the agglomeration. With that goal was carried out a qualitative research with the three main agents of agglomeration: (i) the businessmen of manufacturing companies and faction; (ii) representatives of support institutions; and (iii) representatives of public authority. Were used semi-structured interviews, through script, alongside the documentary research. The theoretical framework dealt specifically with the characterization of clusters and forms of governance. However, was felt the need to develop a generic theoretical model, specific for the analysis of governance in productive agglomerations, preceded by the typology of the classification of the stage of development/maturity of the coordination. Thus, the clothings agglomeration governance was classified as an embryonic governance, since it has a low degree of coordination and development and small productive interaction between the agents. It was observed that there is not a strong leadership of the public authorities and even of supporting institutions, and that these act more proactively in the actions the agglomeration. Nevertheless, the role that these agents play in governance and development of the agglomeration is still rudimentary because they dont articulate to provide an integrated, efficient and competitive coordination. It is believed that many actions need to be taken so the garment agglomeration governance could reach an advanced level of coordination.
