Governança local e redes sociotécnicas de políticas para difusão social de TICs nas cidades de Porto Alegre e Curitiba

RESUMO

The main objectives of the present study were to address local governance systems and sociotechnical networks of policies for social diffusion of Information and Communications Technologies (ICT) in the cities of Porto Alegre and Curitiba. The research was carried out as a case study, with empirical data obtained from websites only. The working hypothesis was that it is possible to identify and analyze the structure of sociotechnical networks of policies for social diffusion of ICT, dealing with Social Network Analysis, Websphere Analysis and Hyperlink Analysis approaches. The empirical object was the framework of the networks objectively seized in the relationship between websites of several institutions involved with such policies in the area between Porto Alegre and Curitiba. On the basis of these methodological approaches a theoretical, conceptual construct was designed in order to circumscribe the field of reference research and to set out the procedures of gathering, processing and analyzing of the information obtained from those websites. The frame of reference for comprehending the logic of the actors involved with sociotechnical networks of emergent policies for social diffusion of ICT was found in the theoretical, methodological convergence of Social Network Analysis and Policy Analysis, represented by Policy Network Analysis. The analysis was completely justified and its relevance is based on both material and symbolic potential contribution of the ICTs to take in and understand all social, political, and instrumental factors that define the local public management environment. Nevertheless there is ample space for improving cyberspace as means of communication and governance. All elements analyzed here reveal that the Internet already is a basic infrastructure to unveiling relational, social and political structures developing towards democratic and democratizing practices of coordination between state-controlled and non-state agents in the execution of local public policies.
