Governança estratégica em redes de políticas públicas : a experiência do programa bolsa família

RESUMO

This study analyzes the perspective of policy network in the ambit of the Brazilian public sector. This approach brings important contributions to researches that involve complex political processes, as the interaction of multiple actors in diverse areas of political acting. The purpose of this research is to evaluate the pattern of network governance of the Bolsa Família Program, delineating the strong and weak factors which affect the management of the program. To achieve this purpose, it was used the methodology of Multicriteria Decision Aid MCDA, which subsidize the creation of templates that aim to generate knowledge to the decision makers so they can understand better their problem when an environment of complexity and uncertainty is given, helping them at making decisions. Since this methodology is based in the constructivist view, it promoted a dynamic and interactive process of knowledge generation which involved programs managers in all the elaboration phases of the model of evaluation. For this study, it was chosen to collect data in the federal ambit, since it is the study of a program of allowance transfer at national levels managed by the Ministry of Social Development and Combat Hunger. The analysis of the results permitted the identification of the possible points of success and restraints of the program performance, as well as the possibility to highlight which are the challenges of managing a myriad of factors that are present in this new dynamic of public political conduction and how to give sustainability to this format.
