Gestão na educação profissional e tecnológica : a Escola Agrotécnica Federal de São Luiz entre 2002 e 2006

RESUMO

This work analyzes the politics of professional and technological education based on the democratic management at the Federal Agrotechnical School of São Luiz between 2002 and 2006. A reflection is made about the institutional mechanisms and practices that indicate the trajectory of the institution. This analysis gives emphasis to the school-farm model and the neopatrimonial marks that took root on the organizational culture and management arrangement. This study also made an analysis of the election process for the director charge, the organization and functioning of the intern council, the elaboration process and the contents of the political pedagogic project, of the institutional development plan, as well as the intern regimen. Based on this, the qualitative approach was adopted to interpret the movement and the contradictory things that exist in the social and institutional relations. It was chosen the interview techniques and documental analyses, aiming to confront the documents textuality with the opinion and memories of the interviewed people. The results bring us to a new set of school established by the mechanism of choosing a director by direct election. The intern council lead to a perspective of a greater community participation, however, they keep traces of the traditional authoritarian regime in its structure and in the way it operates. The political pedagogical project and the institutional development plan evidence the contradictory things inherent in the school democratic management process, related to their contents, as well as their construction process. The intern regiment turns explicit a tutelary autonomy, once it follows what is uniformly established for all federal agrotechnical schools. Following these terms, it is possible to affirm that there is a national policy of redefinition of functions and purposes for the federal agrotechnical schools from all over the country because of the productive restructuration process, and that in the Federal Agrotechnical School of São Luiz management, coexist indications that lead to an educational democratic management with marks from the authoritarian centralization.
