Gestão de resíduos de construção e demolição : a resolução CONAMA 307/2002 no Distrito Federal

RESUMO

The study of demolition and construction waste DCW, popularly known as rubbish is relevant mainly because of four aspects: the great amount of volume produced; final disposal difficulties; environmental risks associated with ilegal disposition; and the recycling waste potential. The main public instrument for these waste management is the Resolution n. 307/2002, from the Environment Nacional Council CONAMA which established deadlines for cities and the Federal District to elaborate integrated DCW management plans. However, many municipalities could not accomplish the Resolution, and maintain a corrective management system, based in public continuous retreat of DCW from irregular areas. There are various possibilities that can be considered when analysing the non-compliance of the mentioned rule, among them is the lack of public structure to inspect and control ilegal action; technical and economical issues of waste reutilization and recycling; and interaction difficulties concerning stakeholdes. In the brazilian Federal District DF, case study of this work, the regulation was not implemented as well. The theme is analysed in DF, considering the difficulties perceived by the participating institutions to the implementation of adequate DCW management. Through bibliography research and interviews with stakeholdes, actions, activities and events were raised, which allowed the elaboration of a DCW timeline in which one can see the history of the subject in DF. The conclusion of this work shows that DF did not implement CONAMA Resolution because the issue was never a government priority, despite iniciatives that were held by some institutions.
