RESUMO

The aim of this work is to show how the covenants between UFRRJ and other institutions are formalized, their positive and negative aspects and present a new point of view about the subject. These deals, already foreseen at 1988 Federal Organization, become efficient instrument of Tax Control, considering they involve the Exchange of capital among different Federal Institutions. Public Administration has been thrown through legal, operational, control and inspection problems of the capital that flows with the covena nts. Public Administration also includes rules to be followed by those who take part on the covenant for its formalization, execution and accounts rendering. This way, in order to clarify doubts about procedures of covenants at UFRRJ, and considering this to be a relevant topic, specifically for being the instrument that makes the partnerships between public institutions and between a public and a private institution possible, our study focused the theme Covenant Management. Written material like books and documents about formalized covenants during 2007 as well as interviews with directors of this area at the university were extremely important for this work.
