RESUMO

The present study intends to survey and evaluate the purchasing administration in supermarkets by describing and understanding it in a chain of supermarkets as to the strategical contribution of the purchasing process to business results. The approach was empirical-theoretical applied to a case study (COOP – Cooperativa de Consumo), estabilished in 1954 to supply foodstuff, household cleaning products and items for personal hygiene to employees of the Rhodia holding and their families, living in Santo André, a town in the Greater São Paulo. Although it started its activities as a cooperative for the sole benefit of its associates, its steady growth made it accessible to everyone as smaller cooperatives more and more merged into it. In 2001 there are 17 COOP supermarkets in the State of São Paulo and the enterprise ranks 10th among the biggest in its category, according to the official union representative for the activity (ABRAS). COOP is the only consumption cooperative among the twenty largest enterprises in Brazil. This study offers important details about the enterprise evolution and specific explanations about commercial management: structure and composition, supporting tools to purchase decision, stock control, purchase organization and planning, category management, private brands, mix of supplies, cost of goods, Electronic Data Interchange (EDI) and Efficient Consumer Response (ECR) besides pointing out analytically the specific activities of purchase in the categories of dry goods and perishables. Interactions between empiricism and theory in the different activities connected with purchase management were equally discussed. At COOP purchasing represents much more than just the satisfaction of filling the associates’ needs for the right item at the usual shopping day for the price they expect to pay. Such task is performed by qualified personnel, perfectly integrated in their duties and with the associates’ expectations in mind. The associates’ level of satisfaction is very high as 93% of them shop at the supermarkets at least once a month. The enterprise has been perfecting management techniques with the introduction of floor room management and category management, through partnerships with research institutes with a view to excel service. The detailed information offered in this study intends to make clear the process of purchasing as well as the importance of composition in the final outcome of business. Being this an academic work there were limitations inherent to its nature, but the author couldn’t fail to suggest deeper probing in related aspects that would certainly contribute to the increase of theoretical and practical knowledge of Brazilian retail business.
