RESUMO

A great number of plans, programs and projects was developed for increase solid waste management in Metropolitan Region of Recife (MRR), in the last 30 years. However, surprisingly, no plan, program or project was implemented. Currently, RMR presents a critical overview of solid waste management, with no evolution in the last years. Thus, the main objective of this work is to propose planning mechanisms for MRRâs solid waste management, by analyzing the difficulties along time. The reconstitution of planning conflicts and past difficulties, as well as, solid waste management evolution assessment aimed to detect the main opportunities that should be added to proposals. Collected information allowed building two possible scenarios. The first scenario considered private enterprises in solid waste management. The second scenario consisted of only Municipalities performing the solid waste management. Both scenarios considered partnership among the Municipalities. The two scenarios were analyzed in a technical, environmental and economical way, on a lifetime of 20 years. Even the scenario that incorporates private enterprises in solid waste management was almost the double price of the other, the results showed that consideration of private enterprise in solid waste management could be feasible, once taxiing is in accordance to the quantity of treated solid waste
