RESUMO

There have been a lot of discussions that lead the research Franca Urban Expansion from 1970 to 2004: Actors and Personal Concerns to tread this area of analysis. One of them was the logic comprehension itself that ruled process of urban expansion and so determined the agenda of the urban politics to the brazilian cities. The thoughts and even the indagations that many others authors did on the real possibility of utilization of urbanistic legislation in Brazil, was an important factor in this work too. This subject is also considered as a challenge before the existence of diferent and contradictory personal concerns that constitute the urban dynamic of our cities production. From this point of view, the research seeks to understand how Franca urban expansion settled up and also to understand its correlation with the process of construction and development of the urbanistic legislation in the urban community. Thus, the work longs for cooperanting in a singular way to the discussion and thoughts about the possibilities and limits of construction of the urbanistic legislation that seeks to face the real needs of the cty and its population; that points out the control and the direction of urban growth and also cooperates in the understanding of the process of construction of the brasilians cities urbanistic legislation.
