RESUMO

The creation of the states of the Araguaia, Maranhão do Sul, Gurguéia and Rio São Francisco is proposed in Brazilian agricultural front, which is being affected by modem agriculture expansion. These are bright spots with great density of science and techniques, characteristics of the current technical-scientific and information period. Since these territories are distant from the governmental centers and lack efficient transportation nets, they require better regulation through the creation of new states. Following this approach, this paper is based on the hypothesis that such division would facilitate the activities of modem agricultural hegemonic agents, which means that the new use of those territories demands new political regulation. However, the scope of these proposals is incomplete since they seem to be a local, functional pact and don t comprehend a national territory redivision plan. They state that the principles of cooperation among the entities that compose the Brazilian Federation are being broken. The technological advances and their uneven implementation throughout the territory cause an intense dispute among the units of the Federation. Local interests override the national ones, and denote the Br;lz11i;ln Federation crisis. The assimilation of corporative ideas to the Federation fundamentais leads to the discussion of a new process: the Corporative Federalism. The analysis of these territorial re-division proposals disc1oses the idea that these regions would experience a development with the new organization. Therefore, there is an ideology of growth nourishing the proposals of creation of new political administrative units
