RESUMO

This dissertation analyses how the Centro Federal de Educação Tecnológica de Petrolina (CEFET Petrolina), located in the interior of Pernambuco, operates in the face of the productive and socioeconomic dynamic of the dry areas in its environs, especially in the municipality of Dormentes-PE, under the perspective of how this reality interferes with its institutional goals. For such, it evidences the trajectory of this region of the São Francisco River since the implementation of irrigation projects at the end of the 60s in the 20th century, event that represented the governmental effort towards accelerating the process of agricultural modernization in the country, solving the agrarian problems in the Northeast and containing the migration flow to the coast of this region and to the south of the country. Notwithstanding the transition from an agricultural production model considered traditional to another that attempted to adjust to the global market demands and inserted the region in the path of development, as assumed in the governmental plans, after four decades since the arrival of the first investments, many contradictions to the conceptions of the implemented changes are observed, as, for example, the still very precarious socioeconomic conditions of the populations of the areas not reached by the irrigation projects. According to Decree number 5,224/2004, the institution focused here must accomplish its mission in close connection with productive sectors and society, especially those active locally and regionally. In this aspect, it was considered essential to verify in what manner the local and regional sectors comprise the work agenda of CEFET Petrolina which, according to the empirical evidence of this research, despite of developing a strategic role in professional qualification for the irrigated agriculture in expansion, also reproduces social exclusion promoted by the model of development applied in the region, by favoring certain actions in detriment of others that serve better the needs of the rural populations of the dry lands and contribute, in fact, to the local sustainable development of those areas.
