RESUMO
Several international evaluations show that Brazilian students have an average performance much lower than most of the students in other countries. The Ministry of Education (MEC) has struggled to improve the educational quality in the country, however, there is still much to be done to improve the learning level of the Brazilian students. This study is aimed at evaluating the impacts of these efforts in the development of the mathematics proficiency test of 4th grade students in 1844 municipal, state and federal public schools in Brazil, carried out by SAEB in 2003
