RESUMO

This thesis studies the relation between the São Paulo local state apparatus and the most powerful fraction of the dominant class - the coffee capital - during the Brazilian First Republic (1889-1930). We first analyze the building of the State in that region, the strengthening of its bureaucracy and the centralization of the decision-making process special attention is paid on São Paulo Department of Finance or Secretaria da Fazenda do Estado de São Paulo. Next we study the formation of the political and corporative organizations of the class fraction in question as partly being a reaction to that process of strengthening of the state apparatus (Associação Comercial de São Paulo - São Paulo Commercial Association; Sociedade Paulista de Agricultura - São Paulo Agriculture Society; and especially, Sociedade Rural Brasileira - Brazilian Rural Society; Liga Agrícola Brasileira - Brazilian Agricultural League; and Partido Democrático - Democratic Party). Thirdly, our object of study is the economic policy, emphasizing the fiscal policy and the "coffee valorizations" in 1906 and 1924. We analyze the development of the clashes between Secretaria da Fazenda, on one hand, and the organizations that propagated the interests of the class, on the other hand. It was from this analysis that the systematic victory of the local bureaucracy over the coffee capital could be evidenced. Therefore, we intend to show that, contrary to what is generally claimed, the State in the time at issue was not a mere instrument in the hands of the most economically powerful interests. We find it possible to prove that, in spite of being greatly recruited inside the economically dominant class, the highest bureaucratic group played an autonomous role in the economic policy according to a proper state perspective, acting thus as a "specific category", not as simple representative of a class. Finally, we analyze the political instruments which permitted the State to impose its orientation to the coffee capital, such as the coronelismo and the Partido Republicano Paulista (São Paulo Republican Party). These were functional to the bureaucratizing process and to the strengthening of the state apparatus and its agepts. Our most general objective was to show that, despite the State along with its highest bureaucratic group pursue the amplified reproduction of the agro-exports economy, and therefore, without further appeal, benefit the class in privileged position in the São Paulo social formation, this fact did not imply an instrumental relation nor even was it free from quarrels between state bureaucracy and class. In our view point, the conflicts supervening from the clashes between the local bureaucracy and the coffee capital are of great importance to a comprehension of the political trajectory in the period and its further overthrow
