RESUMO

The current research has the general goal of analyzing the behavior of the residential consumer, regarding electricity daily use, approaching characteristics present at conscious consumption, on three neighborhoods in Santo Andre. The residential section is the second major electricity consumer in Brazil, reaching 22% of the total and it is one of the most growing sections currently. In 2006, the residences consumed 85,8 TWh, a 3,1% grown, passing, for the first time since the electricity rationing that happened in 2001, the consumption level of the year that preceded the crisis, year which reached 83,6 TWh. This presented tendency was noticed on São Paulo state as well as Santo André city which, apart from housing the University where this research was developed, has a large diversity of aspects, being these social, economic or cultural aspects. This heterogeneous behavior of characteristics makes this city a large field of observation and analysis. In that sense, the applied methodology involved, at first, a bibliographic survey regarding the theme, documental research, as well as informatives like newspapers and magazines which have approached the subject. On a second level, a case study was raised, using as instruments questionnaires and interviews held on three specific neighborhoods of the city: Bairro Jardim, Parque das Nações and Jardim Santo Andre, using as variables the different levels of instruction and monthly incomes, obtained from the last Census research (2000). It was noticed, as result: the consumption of electricity appears differentiated even in residences located on the same neighborhood; the regularization of residences on Jardim Santo Andre, which use clandestine electricity, is necessary; the consumers do have information, on a general view, about Energy; the financial economy on the end of the month was the most mentioned reason when questioned about the consumption regularization, although the impacts on the environment were also mentioned by some of the interviewed consumers and, during the interviews, different consciousness levels were observed, in aid of energy conservation.
