RESUMO

The context is that of Brazil at the 20th century when, from a political point of view the country lived a period of democracy, followed by 20 years of dictatorship with a progressive return to democracy. From a social point of view, the characteristics of exclusion and disparity of the Brazilian society have increased, mainly due to the fact that the State did not conduct an efficient social program. From an economical point of view, the country forms part of the process of globalization of its economy, and we will focus our study on one of these characteristics, the productive reorganization, which results in to exclude thousands of workers from the formal labor market. This context of economical and social exclusion has caused reactions from workers who, supported by a group of organizations, have set up initiatives of Civil and Solidarity Based Economy among which popular co-operatives. A part of these co-operatives are assisted, at the time of their starting, by Technological Incubators of Popular Co-operatives (TIPC), organized by a network of 24 universities. Their function is supporting, in the process of construction of the cooperatives, a collective reasoning of management and a personal reasoning of transformation of the worker as a contractor. We hence analyze in this thesis five popular co-operatives supported by three of the TIPC, two of which are localized in the North-East and one in the South-east of the country. Our study wanted to answer the following questions: up to what point the project of the TIPC, represents an experience that redefines the role of universities in front of the context which surrounds them ? Which are the educational processes that support the insertion of the co-operatives and their members in their socio-economic context ? Do the co-operatives created from a process of incubation represent a true practical change compared to those which do not take part in this process ? Up to what point the technological incubators of Brazilian popular co-operatives contribute to generate work and incomes and the social integration of the members of the incubated co-operatives? By answering these questions we thus wish to be able to indicate the role of these incubators, as structures of support to the starting of the initiatives of interdependent economy in the construction of a project of more equal, just and more equitable society.
