RESUMO

The city is a human artefact in permanent transformation. The task of building and rebuilding the urban environment puts at risk the conservation of built heritage and a group of values and knowledge of ancient inhabitants. Facing the conflict between the change in urban structures and the need to preserve peopleâs history and identity, integrated urban conservation is understood as a way to manage the changes. This dissertation studies the conflicts originated from the introduction of new architectural structures in heritage urban areas. The major aim is to evaluate the impact of new buildings on the conditions of authenticity and integrity of Recifeâs historic centre, under the light of the local town-planning legislation. At first, is formulated the hypothesis that the loss of original characteristics of Recife historic centre must be caused by conflicts in the town-planning legislation structure. In this research, concepts of authenticity and integrity were used to evaluate the acceptable limits of urban fabric changes, once they have been applied by UNESCO in the management of cultural properties registered in the World Heritage List. Taking into account that the concepts shows some limitations when it is applied, an analytic model was proposed to evaluate the impacts. It was based on reflections of contemporary researchers and on the study of methodologies to evaluate the effects produced by new buildings in historic sites. With this dissertation, is expected to contribute to the local town-planning legislation improvement, regarding the conservation of built heritage, and that the analytic model proposed could be applied to the monitoring of urban conservation or to the identification of conditions of authenticity and integrity
