RESUMO

The last decade of the 20th century consisted of the return to the neoliberal policies and the reduction of the State participation to questions related to social areas. Ali efforts of the government have been directed to the management of the international capital flows. After the termination of the military period, the democratic governments insisted on the adoption of Stabilization Economic Plans directed to growth and the containment of inflation. Distinctly from the previous plans, the Real Plan has been the most successful in relation to the fight against the inflationary process, but the income distribution and poverty are still one of the most criticized questions of the actual government. This research analyses the income distribution and poverty during the Real Plan, in the period from 1994 to 1998, outlining a profile of the fundamental basis of the plan and comparing this question with previous decades, being organized in five chapters: theoretical discussions about the income distribution and poverty; analysis of the international scenario before the implementation of the plan; analysis of the income concentration and poverty in Brazil before the plan; analysis of th~ implementation process and the conjunctural changes and, finally, of the income distribution and poverty during the plano
