RESUMO

The Public Passenger Transportation Systems â STPP in Brazil are living a serious moment, that can be synthesized in a crisis-transition binomial, where the generalized fall of demand in regular transportation and the concession of rebates and gratuitousness without establishing the source of resources to defray the decrease in levies propitiated the terms that resulted in the arising of miracle salesmen in Brazil affirming that the problems of the STPPs would be solved with the implantation of electronic fare collection. What really happened is that many cities bought the idea and did not manage to implant such projects or did not reach the expected goals and the users once again assumed the expenses, with no access to its benefits. The general goal of this dissertation is to establish guidelines, with insights in guiding the managing organs that intend to implant electronic fare collection projects in the STPPs. The references were obtained through internet surveys, congress annals and other available literature. The empirical studies were accomplished using Delphi research technique. With the analysis of the research it can be concluded that the managing organs should be responsible for the electronic fare collection projects since its first studies, and in administration of database, thus establishing the terms so that all parts involved in the process have access to the benefits that this kind of project can bring
