Dilemas em cooperativas de Santa Catarina: estudo multicaso sobre conflitos entre princípios cooperativistas, pressões mercadológicas e político-institucionais em duas singulares da UNIMED

RESUMO

This dissertation was supported by two research experiments. The first was a student research project carried out for the Post-graduate and Graduate Integration Program (PIPG, UNIVALI). In addition to a literature review and the development of qualitative indicators, a field study was also carried out, with member cooperatives of the Organization of Cooperatives of Santa Catarina (OCESC), which in general, confirmed the results found in the specialist literature. These results indicate a number of conflicts and dilemmas relating to cooperativism, as well as reinforcing the idea that the legislation contains numerous flaws. In the research carried out for this dissertation, two UNIMED cooperatives in Santa Catarina were analyzed. The study was a qualitative one, using the multi-case strategy. The general objective was to identify and understand the main dilemmas facing two of the main UNIMED cooperatives in Santa Catarina, with regard to possible conflicts between cooperative principles, marketing pressures and political and institutional pressures. Three specific objectives were established, namely: a) to identify and analyze the main dilemmas of the UNIMED cooperatives in Santa Catarina with regard to possible conflicts between cooperative principles, marketing pressures and political and institutional pressures; b) to examine the evaluation, by leaders of UNIMED-SC cooperatives and their legal departments, of the law of Brazilian Cooperatives and its effects on the management of medical cooperatives; and c) to examine, in the history of the legislation on Brazilian Cooperatives, Law 5764/71, the regulation on supplementary medical assistance, and the effects of the New Civil Code regarding cooperatives. To achieve the first and the second goals of the investigation, a field study was carried, with open and semi-structured interviews with directors, members and legal departments. For the third objective, a literature and documentary review was carried out. The three goals were achieved, and served as a theoretical-epistemological reference for the study of the paradigm of complexity and theory of systems delimitation. Avoiding unilateral and ideological approaches in the analysis as far as possible, various aspects of conflicts and dilemmas facing the two units in the supplementary Brazilian health sector were identified. Among the conclusions, it was observed that the lack of participation of the members of the cooperative results in decisions which are egalitarian on paper only, according to the law, but are not reflected in the daily lives of the organizations. The isonomic and phenomenon-related dimensions are therefore underestimated, resulting in greater vulnerability of the organizations to external pressures, both market-related, and political-intuitionalx
