RESUMO

The disordered growth of the urban nucleus and the increase of the farming areas have caused the reduction and fragmentation of natural environments at the Bioma Cerrado with consequent pressure on the conservation areas and other protected areas. This scenery is not different in the Distrito Federal and in its conservation areas where the Estação Ecológica de Águas Emendadas (ESEC-AE) is prominent with its tipped covered impacted still without a Management Plan and a Buffer Zone, that commands its administration that needs a recovery ambient program to reestablish its connection with the other natural areas. So, in this thesis it was used an elaboration methodology of social and environmental diagnosis found in geoprocessing and remote sensing techniques, Objetifying to adjust the protection of Cerrado remainders with de economic activities, having as case study the ESEC-AE. From the results gotten with the analysis of the evolution of the land use changes between the years of 1984 and 2005 it was evidenced that there was a trend to a disordered growth of the urban areas of Planaltina (DF) and Planaltina de Goiás (GO) in direction to the ESEC-AE. This growth and the increase of the farming areas are responsible for the transformation of natural environment in impacted area, beyond being the aggravation cause of the isolation process of this conservation area. It was also evidenced that the natural environment transformation does not respect even the Permanent Protect Area. With the intention to minimize the environment fragmentation in the studying area, concomitantly with the connection increase between natural areas, conservation areas were identified divided in 3 levels of priority to direct the elaboration of environmental public politics. After that three delimitations for the ZA were argued: 1) three km defined by the Consultation Letter for the Elaboration of its PM; 2) 10 km of ray defined by the CONAMA Resolution n 13/1990, and; 3) limits of the basins that direct and indirectly affect or are affected. This allowed to evidence that to delimit the ZA using the limits of the river basins will help to conserve springs and bodies of water and the ESEC-AE basins of contribution once that this UC has not considered the river basins at the time of its creation. This delimitation will also bring better alternatives to promote the connection of the Ecological Station with the other protect areas and areas with natural vegetation. Finally three future scenes were simulated to demonstrate the concern with the growth of the Planaltina and Planaltina de Goiás urban areas. Other than that, it has shown the possibility to transform the agricultural areas into an irregular land division with urban characteristics which means that new areas with native vegetation will be occupied. This analysis has demonstrated the concerning the isolation of this UC and has pointed some alternatives to reduce such process and to trace strategies that guarantee its support in long stated period.
