RESUMO

Companies from the metal and polymers segment play a major role in economic development in the region of Joinville. Besides generation of jobs and knowledge, these companies make the city to be known nationally and internationally. The largest concentration of industries of these segments are small-sized enterprises, which develop and produce both low and high-tech, there can be found in the region a very large number of enterprises in these sectors at different levels of competitiveness. Support the development of small businesses is a priority for developed countries and countries under development, business segments of metal and polymers require special attention, because besides the high investment to serve these segments, many of these companies produce products that pass through critical stages of design. In addition to the difficulties of acting in these sectors, companies in the region of Joinville along with other companies worldwide are facing an extremely competitive and globalized market, because now the contrepreneur is not more competing with the company located within their city or country, but with the company that is in the other side of the world. According to recent surveys conducted by development agencies, adding technology in small enterprises is a major difference to the increased competitiveness of them. In this scenario, as this paper has proposed conducting research and case study of the project PEIEx (Project Extension Industrial Exports), run by the Educational Society of Santa Catarina (SOCIESC), where took place the diagnosis and implementation of improvements in 239 enterprises in the metal and polymers segments of the region of Joinville. Companies participating in this project were evaluated in its entirety of competitiveness, cost, speed, quality, reliability and flexibility, in addition to their performance in innovation of products and processes. This dissertation aims to classify the competitiveness of enterprises in the region of Joinville, through the use of benchmarking tool, using the standards of lean manufacturing as parameters for comparison. At the end of the work are presented models of action among institutions of science and technology, development agencies and large-sized companies, which enable innovation and increase the competitiveness of small firms that are in the segment of metal and polymers.
