RESUMO
This research analyses the reasons, the possibilities and the limitations involved in the considerations and practice of building a Local Sustainable Development set of ideas. It s given an special attention to the "Local Agenda 21". The Local Agenda 21 is a very important tool directly related to this set of ideas. A reflection about the local sustainable indicators is proposed and some of the main methodologies are pointed out. A discussion about the elaboration process of the "Local Agenda 21" and an analysis of the main limitations and possibilities involved in this dynamic process that is happening in Brazil, is done in this research
