RESUMO

This thesis is about the ECLAC?s Political Economy (EPE), and compares it with a few research programs and authors whose work has been elaborated in the countries of the developed center. In doing this, the thesis identifies both some issues that allow an evaluation of the topicality of the ECLAC?s agenda and some guidelines for its critique. We maintain that EPE is topical and strong, as an original work and as a source of fruitful extensions concerning the matter of economic development. The peculiar historical conditions in which EPE was originally conceived were relevant to the construction of the center-periphery system ? a key concept that is still topical and that should be used to fertilize the recent debate about development. In particular, we go through two research programs: the Schumpeterian evolutionary approach and Douglass North?s new institutionalism. In both cases, the contributions and limits of the contemporary debate on development become more evident when seen through the lenses of the center-periphery approach
