RESUMO

Natural phenomena of meteorological and geological origin are common causes of natural disasters. In Brazil, the most important geological events are the ones related to landslides and are directly associated to phenomena with meteorological origin. On the other hand, the meteorological events, especially those related to rainfall, have strong impacts all over the country. Due to its sinuous topography, high rate of soil sealing and intense rainfalls, the citys stream channels are often not capable of putting up with the rapid rise of transported water volume, resulting in overflow and, therefore, in the flood of its respective floodplain areas, usually inhabited by men. This research comes from a study focused on the constant floods that occur in Belo Horizonte, at Venda Novas region, where is the Vilarinhos basin. When floods occur, local and nearby traffic is directly affected. In addition to transit disorder itself, as massive traffic jams, for an example, many vehicles are reached by the water that quickly takes over the routes. Moreover, the pathways get severely damaged by the flooding and reconstructions may mean precarious palliative solutions that might last months after a flood occurrence. Considering all the nuisance, troubles and injuries caused by flooding, this research proposes a transit model capable of measuring the traffic time variation in diverse situations: normal circumstances, during flooding, and after flooding. As measures to mitigate the flooding impacts to traffic, an adequacy of contingency plans will be proposed to deal specifically with this subject. Prevention measures will be studied, alert systems, as the use of Variable Messages Panel, and emergency measures, during and after flood, for the traffic.
