Descentralização e desenvolvimento regional: a experiência na região de Curitibanos / Decentralization and regional development: a study in the Curitibanos

RESUMO
Santa Catarina‟s public planning practices have followed federal guidelines, which resulted in the carrying out of development plans focused on the economic sector and on the industrial development, and these have caused regional instability and inequality. From 1980 the governments started to prepare plans to change this reality, however, without success. The current decentralized government model it is yet another trial for regional development , with strong legal, institutional, and political stability, with the establishment of 36 regional secretariat departments and its respective council boards. The government has in addition made use of a new project: Projeto Meu Lugar, and has prepared plans for regional development based in concepts and methodologies of local development and social participation. For a better comprehension about the project, a research in the Curitibanos Region was undertaken, a region where its population is found in a condition of social exclusion. It was found that the new model has been accepted by the interviewed, who noticed a better integration between the state‟s and local powers, and regional valorization, which has been a result from council board‟s action and from the resources applied in the region. The main weaknesses were the non implementation of the regional plan; the population‟s inexpressive presence at the council board, and the lack of involvement in respect to the Department for Regional Development (Secretaria de Desenvolvimento Regional) with the population and its regional reality. It is then suggested: utilization of the Regional Development Plan as a planning instrument, and the alignment of its goals and actions with the actions taken in the Curitibanos region. It is suggested as well for the government to enable a larger participation of the population in the council board
