RESUMO

This study refers to one of the central themes in the field of higher education in this country: the expansion and democratization of access to undergraduate courses. Based on the University of Brasilias Program of Expansion, initiated in 2003, we sought to evaluate the strategy of democratization of access to the University of Brasilias (UnB), specifically in the School of Planaltina (FUP). With this objective, we followed a qualitative and quantitative search, aimed specifically at four issues: investigating aspects of the dynamic deployment of the FUP, the main guidelines and problems, identifying the strategies for democratization of access used in the deployment process and the impact on social inclusion at the UnB. For data development, documentary analysis was used, semi-structured and closed questionnaires, which were treated from the perspective of content analysis, applying the triangulation of the same. During the deployment process of FUP, there were several changes of administration at the University of Brasília, and there was a consolidated project as a guideline, which led to many changes in the deployment process, which undermined the democratization of access. The analysis showed that the choice of courses, combined with little disclosure and breach of the socioeconomic characteristics of the region to influence the campus selection process, resulted in a framework of low demand and idle vacancies in the first five semesters. Despite some positive results in the democratization of access to UnB, research suggests that the democratization of access to higher education in Distrito Federal has to aim not only for the simple expansion of places, but for more accuracy in terms of social inclusion, such as changes of the selection mechanisms, interventions in middle education and teaching support.
