RESUMO

The study is an investigation of the educational campaign entitled "With Feet on the Ground One Also Learns to Read". The campaign was developed by the municipal government of Natal, R.N. during the years 1961/64, and, it exerted a strong repercussion at that time. The study, therefore, contributes to the reconstruction of the memoriam of the movement, not only in regard to its particular organization and its development, but also in relation to the historical context from which it originated. In addition, the study investigates the political and educational relationship in Rio Grande do Norte during the 1960/64 period. The results demonstrate that the historical context of the campaign "With Feet on the Ground One Also Learns to Read", as well as that of other educational and popular cultural movements of the time, was characterized by a state of economic crises, political control by the dominant classes, and political uprising of the urbahn and rural laborers. This popular mobilization made possible the appearance of educational practices as alternatives to the "educational system" and the practices were then translated into proposals of concientization and politization of the people involved in such activities. It was verified that this specific campaign originated from the people s revindication of the political campaign of 1960 when Djalma Maranhão was elected mayor of Natal. A nonbureaucratic school for children and adults emerged whose arquitectural design also originated from the people s suqqestions. The, schools were of wooden frame construction covered with palm tree straw material. Lastly, it should be noted that the intellectual leadership of the campaign consisted of marxists and leftist christians that were assuming a nationalistic position. In that perspective, both education and culture acquired an instrumental characteristic in the sense that they contributed to the people s liberation. However the manner in which the strong criticisms struck out against imperialism often made difficult the unmasking of the internal social contradictions of the system. This constituted one of the principal limitations of the campaign. The military movement of 1964 defeated the progressive forces and thus put an end to this educational experience, destroying it and severely repressing its members
