RESUMO

This research had as its investigation objective the process of planning of the health work force of SUS, especially turned to Primary Health Care. The general objective was to analyze the determinant conditions and the consequences of the absence of institutionalized practices for planning of the health work force in Brazil, through the period of implementation of SUS. To do so, one used the resources of bibliographical and documental research whose sources were articles and scientific papers published and available, mostly, on virtual databases; bibliography on the subject of health planning, work force planning, work management and assistance models in health, social and health policies that kept relations to the object studied. Official documents emitted by the Pan- American Health Organization and by the Ministry of Health were also used, mainly in the period posterior to the creation of the SUS, ordinances, norms and decrees related to management and planning of the work force in health and the National Policy for Basic Needs. To define the path of the study, were considered the presumptions that the health work force planning is determined by existing social policies and, therefore, by the role played by the State in the health area; conditioned by assistance models and by the prioritization of social and health necessities to be attended by public policies. One evidenced that, despite the existence and proposition of several methods and models for planning of the health work force, the absence of this practice, especially for Primary Health Care, has jeopardized the results of this level of attention in regards to the universality of the access and its consolidation as a structural and ordaining level of the health system. Some possible actions are presented, through the management of SUS s three spheres, to incentive the process of planning of the health work force, tied to the planning of health policies in general.
