RESUMO

Administrative discontinuity, or the rupture of activities and programs from one federal, state or municipal government to the next has been a constant topic of comment and a central element of the Brazilian public sector's image as it appears in everyday conversations. At the same time, there are very few empirical studies of discontinuity and a lack of conjecture as to the factors that could contribute to continuity. This study seeks to contribute on both these dimensions through the analysis of governmental action in 89 municipalities in the 1995- 1997 period.
