RESUMO

This thesis has the objective to demonstrate that the public policies in the dancing area of Caxias do Sul during the two last city management (1997- 2000 and 2001-2004) resulted in coevolutive processes, which has in Raízes Group (1983-1990) its landmark. The evolutionary aspects of the communication theory (Mattelart, 1994, Sodré, 2002) constituted the theoretical base that guided this investigation. Recalling that in Brazil there is little information about the recent cultural history and that the lack of data leads to an endemic evil to be urgently stopped, the present investigation has also taken into consideration the commitment of narrowing the relationships between university and society. The result of the current research stated here rescue from a possible forgetfulness the last 15 years of cultural life of a city that, although being distant from the center of usual cultural production, became an example to all the country. To investigate the relationships established between the public power and the society during the investigated period (1997-2004), the coevolution concept (Dawkins, 1982, 2000, Lakoff&Johnson, 1999) guided the data structure and the analysis of relationships among the participants of one of the most original process of communication in public policies occurred in our country. It is worth highlighting that what is here named public policies means communication ways between public power and the civil society. And communication here is taken by the meaning proposed by Mattelart: involving the multiple circuits of trade and of circulation of goods, people and messages (1994: 10). With this purpose, the research is based on the comprehension that a net architecture (in which the local and national media participate; Raízes Group; each of its members having or not continued their professional career as dancers; the population of the city; as well as entrepreneurs who are pioneers in the city cultural sponsorship policies, among others) provided the uniqueness that stands out in the creation, the development and the national recognition of Municipal Dance Company of Caxias do Sul.
