RESUMO
The historical revival of the Health Systems in Brazil shows its development up until the proposal for a Sistema Único de Saúde (SUS) (Brazilian national health system), which is currently being built, with its various organizational and doctrinal principles. In this context, the nurse develops competencies aimed at contributing to the consolidation of this system. The study seeks to investigate the perceptions of nurses at a pediatric hospital in Santa Catarina, under the look of the SUS. It is an exploratory study, which takes a quantitative and qualitative approach. The institution provides health services to clients aged between 0 and 14 years. The data collection occurred in two separate moments: In the first, a questionnaire was used containing identification data, classification of managerial skills, and the level of importance and development of these skills, by the 15 nurses that are the object of this study. These data were drawn up in the form of tables and discussed in light of the study variables. Organization, leadership, resources for nursing care, assessment, management of the service, communication and supervision. It is observed that, despite some contradictions and inconsistencies between what they think and what they say they do, the competencies that not are developed are attributed lesser value by the nurses. In the second moment of data collection, in the in-depth interview with 04 nurses considered "key subjects" in the management of the institution, two categories emerged: Integrality and managerial competence; the nurses lacked wider knowledge of the SUS policy and the managerial competences to be developed by nurses. Likewise, they were unaware of the guidelines of the SUS and its principles. Integrality is focused on action aimed at a service focused on the sickness or reason for admittance, demonstrating the nurses biologicist view. The managerial competences are perceived as tasks for carrying out the service and as such, they are immediate and focused on resolving the problem There is a tendency to provide a service that is molded by a reductionist logic, i.e. it fails to valorize intersectorial actions, or perceive the integration that exists between the different levels of care, compromising the restructuring, articulation and integration of the services, which may present an obstacle to advancement in the strengthening of the regions healthcare system.
