RESUMO

The implementation of the Sistema Único de Saúde (the Brazilian national healthcare system) is continuously developing and changing. In this context, the valorization of management competences of health professionals reflects the new management changes, in the search for improved efficiency in the work of the primary healthcare teams. This work studies the management competences developed in the work process of the dental surgeon in primary healthcare, using three dimensions of management competences - knowledge, skills and attitude - developed in the daily practice. This is an exploratory and descriptive study, which uses a qualitative approach, with a semi-structured questionnaire and direct, systematic observation as data collection tools, in order to investigate the reality of the binomial theory-practice in the municipal healthcare system, which constitutes the práxis of the dentists daily work. The results were analyzed using content analysis as a benchmark for the categorization of the dimensions of management competences in basic healthcare. The categories include statements by the dentists working at the Basic Healthcare Units in the town of Itajaí, Santa Catarina, and these were identified as registers. The dental practice investigated in this study was heavily influenced by the biomedical model, and strongly procedure-biased, reflecting a prevalence of professional attention to the urgent needs of the patient. Likewise, the daily working routines in the Units studied reflected the institutionalization of the healthcare model, which is led by the demands of the population. This is the scenario in which management competences are developed by the dental surgeons, as was observed, and this individual, the dental surgeon, still sees himself as a manager in his professional practice. On the other hand, it was observed that local micro-policies exist in health, which follow the trend towards implementing actions of welcoming and humanization of healthcare in the town. There is a move towards a more careful listening to the patients, on the part of the Basic Health Unit team, as a policy of reorganization of the model of local healthcare as a means of promoting greater integration between the programs and the work of the dental surgeons who work in primary healthcare. Finally, it can be said that the qualification and ongoing health education of the dental surgeon are important for reorienting the healthcare given, ensuring that the dentists work in health is focused on promotion and prevention of health, based on a sense of social participation.
