RESUMO

The development of this work was started because of the author participation in the digital certification activities with the Federal Government, since 2001. This thesis was based on the work that has been executed for a FEBRABAN study group, throughout 2004, aiming is to detect factors limiting the use and dissemination of digital certificates for ordinary people, to increase the security and reduce frauds in electronic transactions. Some important group activities were analyzed to identify the main challenges for the widespread use of personal certificates. Among identified challenges are: the cost of the media, the lack of compatibility among the media, the timestamp issues, the limited amount of applications which make use of this technology, some questions regarding the distribution of the revoked certificates lists and the perception that there was no specific guidelines to open and maintain a Register Authority. A specific appendix was written just to treat the standards for the Register Authority called RPD Register Practice Declaration. This work studied alternatives to access the updated lists of revoked certificates, showing the advantages and disadvantages of each solution proposal
